National Narrative of Pakistan

Pakistan, as an Islamic Republic, has faced the challenge of terrorism for over two decades, causing significant loss of lives and economic damage. In response, a national narrative has been developed to counter terrorism and extremism, focusing on religious consensus and constitutional principles.

Paigham-e-Pakistan, a decree issued in 2018 by over 1800 religious’ scholars, forms the core of this narrative. It strictly forbids armed resistance against the state, declaring it as forbidden (haram), and prohibits attacks on government officials and institutions. The entire nation shall stand united with its armed forces and law enforcement agencies in their efforts to combat terrorism.

The narrative emphasizes the prohibition of suicide bombing in Islam, condemning it both legally and morally. Educational institutions must not promote militancy, violence, and extremism. Pakistan guarantees religious freedom to both Muslim and non-Muslim minorities, condemning any form of extremism or imposition of views through force.

Additionally, the narrative condemns armed resistance based on non-religious ideologies like sub-nationalism, ethnicity, or regionalism. Operations against terrorist groups shall be conducted without discrimination, implementing the National Action Plan with strengthened law enforcement agencies.

Steps shall be taken to counter extremism in society, using modern technology to suppress propaganda and bring radicals to justice. The battle of narratives will be won by promoting Pakistan’s national narrative in both physical and cyber domains.

Pakistani way of life, based on values of hard work, hospitality, charity, tolerance, and pluralism, shall be protected and promoted. The nation is determined to overcome challenges such as poverty, illiteracy, violence, terrorism, and extremism through concerted efforts, focusing on education for all. Internationally, Pakistan aims to be recognized for peace, tolerance, education, and progress as symbols of its identity.
